Bill Clinton also considered Mandela (and other blacks in Africa who were fighting against Apartheid like the ANC) a terrorist. It was George W Bush that lifted his terrorist designation his last year in office.

And being on the watch list occurred during George H Bush's reign as well.

EDIT: the situation may have been more subtle than that, given that the bombings and placing landmines seem to belong to the later period during which Mandela was in prison, so perhaps unable to exert enough influence on the ANC and their terrorist organizations.
- yucky 4y agoMandela's ANC used to capture political opponents and "necklace" them. Be warned if you google images of what necklacing is, since it involves sticking them inside tires filled with petrol and lighting them on fire. I think that would fit the bill for a terrorist designation.
