Companies that give their executives generous share-based compensation such as Facebook parent Meta Platforms get a tax deduction on that form of pay and then dodge much or even all of the buyback tax if it is used to soak up that share issuance. What's a net buyback? The article could give some clarity of what that is for us new to the term.
