  Well maybe it is designers, as I suppose yes the programmer has implemented a design. But since they didn't say "hey now, we have to internationalize this here site y'know" I also think it's the programmers. assuming there is falsehood involved.

    Shit in shit out. Decisions regarding I18n and other numeronyms are not the programmer's to make.

      Ok I guess I disagree, shit in shit out is in relation to a computer, the programmer of the computer is still hopefully a person and a person should be able to consider the shit inputs and fix them and also they might know if there is something that the designer doesn't. Under this theory falsehoods programmers believe about addresses doesn't apply either, the business decides the address rules the programmer just applies them. But it's everyone in the process that has believed the falsehoods first propagated by the business, including the programmers. But I guess nobody had a particular example where that formatting wouldn't hold, excepting potentially vertical scripts as opposed to horizontal.
