Let's do a thought experiment.
Let's say Netflix decides today (24th of Feb 2023) to stream 16k content by default to everyone who has fast enough internet. Quick math suggests you need a 412Mbps internet connection to do this. A lot of people have 400Mbps+ internet connections nowadays.
This could quickly overwhelm the available bandwidth that an ISP has - leading to a degraded experience for other users and leading to a huge upgrade bill needed to provide an acceptable level of experience for the ISP's customers.
Who should pay that bill? Should the ISP foot the bill for the upgrade because Netflix decided to stream 16k now? Should Netflix foot the bill?
