This is hazily remembering a presentation when I worked at ANL 5 years ago, but commercializable products are owned 1/3 by the govt 1/3 by ANL and 1/3 by the team that worked on it. So I'd guess they will patent this and that's who will get the money when they do something commercial (make or license).
