POSIX provides a decent cross OS API, and while some of it is less than stellar this article seems pathologically opposed to posix on principle rather than due to actual valid reasons. That said modern OSs do provide additional APIs that are higher level, but in general they are all just opaque object wrappers around the same core principles, just less tethered to the limitations of 80s era C.
