Before you all get rage-baited: he's not pro-discrimination. He's implying that creating a law for something which (he believes) doesn't exist is overly punitive and casts a group in a negative light. It's like if they passed a state law specifically banning a specific ethnicity from eating bats. The law implies and gives racists ammo to say that the specific group likes to eat bats.
