Playground requests are not free, but OpenAI gives everyone (I think) $18.00 free trial quota. Maybe you could bypass this for now using multiple accounts, but ultimately playground is not meant to be free. (Codex is free though as it's currently in beta)

It's worth noting the free trial credit expires even if you have never use the playground. That means if you have an old OpenAI account and decide to go play with the playground for the first time today, you can't do anything without paying.
