That article is really biased article that misses the main point. Twitter is being scammed by people abusing its 2FA SMS system (which should be deprecated anyway), and they're shutting off non-paying users' ability to continue to run this scam. Anybody serious about 2FA isn't using sms for it anyway, and that should have been deprecated long ago.
