The FT source article had an Albanian representative saying not all cameras were tied to organized crime but they were all set up illegally. If the cameras themselves were illegal, they're necessarily for criminal purposes even if being used in an innocent manner. That said I have no idea what Albanian law they were breaking. Mounted to public property is my guess, but it's based on nothing.
