Yeah in a smaller town I could see shame masks working as long as they don't actually hurt the person. Just embarrass the heck out o them. But in large cities like Dallas, LA or New York, it would be just another Tuesday for the transgressor. Wear the stupid mask for a day, walk around for a bit, then get back to what you were up to yesterday tomorrow.
