One line of thought that hadn't occurred to me until this thread is that The Netherlands car infrastructure is also probably quite good, in keeping with their general high quality of infrastructure all around. Although as many of the other commenters noted, one reason that driving in some places in the country is doable is that many others choose alternatives, themselves made attractive by high quality infrastructure.
