There are a couple of problems with this: - Iran sending "moles" to spy Israel or other countries. - They would become terrorist targets (for being traitors to the regime). - Some of them, even when they are against the government, are also against Israel. Religion is too much strong there. And anyway, I think that they can ask for political asylum for their own, while visiting other countries (but I dont know if they are free to travel).
