For me, that question becomes philosophical in nature right away, and my answer will be that: The same as a human. The next question: How do we prove humans are conscious ? This relates very much to the hard problem of consciousness.. A less impossible question may be "What does it take for an AI to convince us it can actually think?" (which, for now, I've seen 0 proof they can, they seem to be glorified word-guessing machines at best).
