You will never have consensus on this. “Mainstream Science” May agree on something but then politicians won’t. The wide public won’t. Humanity until recently didn’t think certain people (based on gender, race and ethnicity) were human. There still is no agreed upon definition of “should have rights to exist” and so this is simply not something that can ever be agreed upon. Take same sex marriage. Many say marriage is a set of intangible beliefs and properties that simply can’t be reproduced unless it follows the dictum of man + woman. No amount of evidence will convince them otherwise :( Take as another example evolution. People will still say “it’s just a theory”. So even if there is a solid, evidence backed theory of consciousness, it’s not going to be unanimous.
