I'd have agreed with you if you said "motivation" instead of "IQ". Poverty is a social tarpit that keeps people from seeing the bigger picture. Every damn day is a chaotic mess full of distractions and broken interdependencies reinforced by the culture. Poor people also have messed up expectations and a weird relationship with authority. It doesn't take a genius to see it, but it does take a lot of effort to escape it.
