I’ve been thinking about this a lot lately. I think once a company is past its garage phase (a group of engineers in a room + a pizza), think Amazon/Facebook/Microsoft, its velocity gets reduced drastically.

This isn't a very insightful observation though, velocity is not the be all and end all of everything.
