I kindly disagree with your last statement as I see it clashing with the rest of your comment. Kids are powerless in the decision making. Most guardians/parents are too. As you alluded to, "both parents working" + "commute time" = outcome. This is the rat race in action. Everyone wanting to one up everyone else. To be the top %. To get into the best colleges etc. And so it goes. I don't see a solution unless it somehow rewrites the rules of the rat race. IE government communal action.
