I'd suggest governments generally want total control of everything, and in the digital age they see they might finally get it.

The IT revolution that promised equal access to all of the world's information was first ignored and we - tech people - were left alone, to dream of our tech-crypto-quantum utopia. Then normal people joined, transforming the Internet into a loaded gun strapped to societies' collective heads. Efficient, personal channel of communication straight into people's brains (almost) - not weaponizing it was never an option. It didn't take long at all for someone to realize it and start pulling the trigger.
