Oh okay, I think I see the problem. GPLv2 wouldn't allow for something like that b/c it'd be introducing an extra "restriction" (forcing more people to disclose code than plain GPLv2) - while GPLv3 was designed with such an extension in mind. Thanks for taking the time to spell it out :) I somehow always missed this subtlety.
