I have had the same grim thought. Laser this powerful would be incredibly effective at damaging unprotected retinas. Even reflected laser light would be able to cause permanent damage. I think that these lasers have not been used for this purpose yet is because of the inherent human psychological aversion to eye damage and the potential for escalation.
