PCs sales aren't tied to GPU sales, though. Gamers switch GPUs way more often than CPUs (which makes sense, since CPUs often aren't the bottleneck). PCs have simply become fast enough over the past 10 years and there's been no "Windows Vista"-moment that forced users to migrate to new hardware en masse. A 5 year old system will simply feel pretty much the same to the average user as a brand spanking new one. There's only so many video editors and professional gamers/streamers who thirst after the latest hardware.
