In elementary school in the 80s in upstate New York we had some sort of tooth treatment provided in the classroom, and it seemed like sort of a big deal at the time. Until recently I thought it was just a national program, until my wife told me she never had anything like it growing up in Rhode Island. Anecdotally I've had pretty good teeth my whole life and as far as I know, my friends from school have as well.
