yup, I guess what the author meant is the 433 MHz vs 868 MHz / 915 MHz and 2.4GHz ISM bands.
In my experience, expensive stuff tends to run in the 2.4 GHz band, while inexpensive stuff runs in the 433 MHz band. I know that 868 MHz is not in the ISM bands, but in Europe, it's really close.
