Is this one of those laws that's there just to exist but people don't actually follow it? Like torrenting is illegal in India but people still torrent.

      It's a tax. A weird specialized tax. But a tax. Taxes are enforced in most countries.

    Worth noting that these "enforcers" have absolutely zero legal powers. You can just tell them to go away and shut the door. They rely on intimidation and confusion about their legal powers to trick people.

      Yeah and they prey on elderly mainly.
