Most companies don't do real cost/income analysis on any work. Most internal work is just approved by a department leader/tech lead. So most companies tend to overhire and do menial busywork, like constant refactoring of robust and well-working code, to catch up with the latest and greatest frameworks.
The latest offender is vite, offering minimal gains (faster dev builds) at a non-negligible dev cost (and source of new bugs).
