It's surprising to see so much news about France on HN.
Today in France solar panels provide between 10 and 15GWh, while France needs 550TWh.
The law's objective is to multiply by ten the production capacity of solar energy by 2050, to exceed 100GWh. This law makes it mandatory for the private sector to finance the installation of solar panels.
At the same time French state can't finance it as it is broke since many years: Each year it must borrow half of what it earns through taxes.
The French State also wants to build 7 EPR nuclear power plants even if it has never been able to deliver even one to France. This French EPR has been now under construction for 15 years.

The French state intends to use the money from saving accounts (Livret A) which are normally used for social housing to pay for these new EPRs.
