Maybe an opportunity for crowdsourcing? Instead of paying the fine to the FCC, pay the fine to whomever files a successful challenge. Maybe make the fine per-address. Maybe require a nominal deposit from challengers to discourage false challenges (deposit(s) returned upon successful challenge(s)). Probably adds too much complexity to be worth it (especially the part about deposits), but still interesting to think about.
