Do we count turning on something half-baked, finding bugs, turning it off, it wasn't really off, turning it back on later with 3/4th the promised feature 5-6 feature releases? Or maybe we're counting a feature that was developed but not released for N (reasonable) reasons, now discounting those N reasons and releasing it anyway as a signal that there's some sort of innovation occurring?
