Then create a GUI markup standard so it's optionally like a web app, but ditch bleepin' DOM and JS. Oracle Forms was a kind of GUI browser in which one could run gazillion Oracle apps up-to-date without installing anything except the one "browser" (client). Oracle Forms had (fixable) weak-points, but as a proof of concept of a "GUI browser" it did CRUD perfectly fine for small and niche apps. Ugly, sure, but ugly that worked! (Oracle screwed it up when they rewrote the client from C to Java. Should have left it in C.)
