Mental health support is probably the answer to people waving knives around in public too. We don't let them keep the knife however, to protect their liberty. This person needs to be locked up because at minimum, if we accept that its a mental health issue and not maliciousness, they are incapable of not endangering others around themselves. Not getting her treatable fatal disease cured also implies she is incapable of not endangering herself either, but that's less troubling than what she does to others.
