  Anti-car? Remember, cars don't vote. You may say that drivers vote, but drivers are a minority. (I'd guess they are a majority in the suburbs that border New York City, but people across the border vote across the border, too.) When a minority of the voters wants to use real estate or another resource, it has to make a suggestion that attracts enough voters to get a majority.

      I'm born in Norway, in what you might call an extremely rural area where parking is no problem at all. I now live in Munich, in the central part where suburbanites want to park and we who live here don't want them to. One size does not fit all.
