Large numbers of adults have either never smoked, or have not smoked within a decade. Marijuana use is common, but it's not 100% ubiquitous. It only feels like that when you're in certain social bubbles. The illegal restriction will definitely reduce the number of applicants, but it's not as severe as you're implying. The number of "boring" adults who work in Big Tech is quite high.
