For many of us there are always pending alarms. A mute dialog would be a severe pain. To me, it's not such a problem to go into Clock and turn the alarm off if I change my mind about it. I try not to give my device conflicting commands. I wouldn't feed an S/R latch 1-1 when I expect it to give meaningful results.
