Google already has a ChatGPT competitor called LaMDA (https://blog.google/technology/ai/lamda/ https://blog.google/technology/ai/lamda/), they just haven't released it to the public (or to the research community for that matter). Probably because it would cannibalize their revenue from Google search (Innovator's Dilemma).
