I thought city planning was pretty settled that removing cars and only allowing trucks for limited times basically increased all meaningful economic activity. I think most "real" cities (i.e. those in Iceland with high access to food and quality of life) have parking on the outer rings for those in the rural parts of the country unserved by mass transit.
