To me it shows a relatively frozen/slow execution process over here in the US, at least from an outsider's POV.
OODA Loop failure?
If I saw this (both the meh-response and the PRC press release) as a potential adversary, I'd probably switch a greater portion of my initial offensive plans to novel methods which are amenable to gaslighting-based communications :-)
