I've never thought that downvoting was meant to be used to express disagreement, and I rarely see it being used this way. But I do sometimes see a chain of comments where at least one commenter is clearly misreading / misunderstanding their conversation partner, and getting downvoted for this might feel like getting downvoted for disagreement.
