When you know what you want to change, you'll be in a position to consider how feasible that change will be based on your 3 years of experience at the company. If your desired changes are not feasible, I'd say find another position immediately. Actually, I'd suggest doing that regardless of how feasible the changes will be. It's a lot easier to negotiate with another job offer on the table. If you can't find another offer, then you may have to re-evaluate your asks.
