Potential technology is an infinite set. A gigabyte contains 2^800,000,000 possibilities; a number billions of digits long. Many are junk or functionally duplicates — but many are not, and even out of that we choose a small subset that we think is worth pursuing. Saying “everyone with means to develop would need to choose not to” is like saying “every writer would need to choose not to write this book”. It’s not inevitable.
