Yes what is presented here is more restful and it correctly stresses the importance of the client in a proper hyper media application. The thing is no one with the exception of a small number of puritan web developers care about this. I've seen applications where the server responded with the error code 437 for bad requests. Like how could you have gotten that wrong, but they did and it did not matter.
