Though the tech layoffs have hit the development and infrastructure teams (I mean all the tech layoffs, not just twitter), it is my understanding that the majority of people laid-off are in sales, management, and administration. Users won't see the impact of this as much. Perhaps some slower pace of releases (twitter was already painfully slow from what I understand), slower hiring, etc.
