No opinion on your overall point (my gut feeling is that some type of steady work is net good for society as a whole) Your evidence is ridiculous. I'm frequently out and about in NYC and I can smell pot every once in a while but not "constantly". I would also imagine that the # of folks smoking pot during work hours is minimal and I don't see an issue with it if you aren't on the clock. I have never seen porn through someones window either lol. Also most people install window coverings.
