You're right, but this is a terribly inappropriate example. The 'terrorists' in this case were holding Beslan School to ransom. No one expected that the Russians (fascists in every sense of the word) would put all their effort into securing a Pyrrhic victory. Sorry this is so off-topic, but someone had to stand up for Chechnya - one of the most damaged, brutalized, traumatized, forgotten countries on Earth, a blight on the 'ideals' of every 'civilized' nation.
