To be fair, I'm not sure that's the case re: unflavored liquid, I was just speculating. That said, as with any prohibition, yes, there will obviously be people selling vapes / liquid illegally now. It's quite frustrating that as we slowly step towards an end to the senseless and wildly net negative prohibition of marijuana, we are determined to repeat the mistake with nicotine. Lots of the motivation behind this seems to be the popularity of vaping among teens. "Think of the children" and all that goes along with it.
