I agree with treat it as real. Then, if the car has an adult passenger you can ask them for their judgement (and responsibility for the outcome!) If the car has no passenger. Then stop and move slowly as required/indicated. Sure, it may be a car thief, but without a passenger, it is simply another car theft.
