This is what US Telecom’s were asking for and would certainly push more if the EU were to pass this. The article doesn’t seem to ask if those companies are currently paying for bandwidth on content that they upload or if the customers are paying for bandwidth or internet access. Are the upload bandwidth fees not set high enough? It seems odd to want to tack on another, separate fee specifically for certain companies. If rate were set properly, why would you need this or is there another reason for wanting a separate fee?
