This bill will not just affect those of us who live in the US. And there's not really any reason you can't send letters to US representatives anyways. At worst they might ignore them. Or, you can contact your country's ambassador to the US and ask them to weigh in on the matter. These actions might not have any effect, but it's better than just throwing your hands up in the air.
