I honestly don’t understand the use case. Let’s imagine the list is public and the process is transparent. Who would you put on it and for what purpose? Who are those people dangerous enough to never be allowed on a plane (despite being searched, xrayed, water bottles and corkscrews taken away from them), yet not dangerous enough to roam free everywhere else?
