Few weeks ago they were against the US sanctions and were telling everyone it be difficult without China and worse, it wouldn't have the desired effect [1] (for that point looks like they were correct)
Then China unveiled a parent for its EUV lithography tools [2]
Now ASML says they are finalizing the rules for the US made sanctions against China, and they claim: "we'll do fine in a recession" [3]
I wonder what made them change their mind so swiftly?
Probably bluff, they now have outdated tech that china no longer need, they probably are trying to protect their image, but what's an image if you are stuck with tech from past civilization?

The more suspicious details around the arrangement so far is that no parties are disclosing anything technical about the new controls, while also specifically stressing new aggreement focus on "advanced" nodes, not mature which was previously already sanctioned due to % of US tech - so undetermined whether there is even broad DUV ban that this round of sanctions is attempting to curtail, hence ASML not worried about sales impact. Probably limited to DUV that can multi pattern to <7nm. This comports with US having to do unilateral sanctions after they couldn't convince other chip supplier host govs to sign at the dotted line. Reporting last few days seems like trying to spin agreement as a US sanction "win" when it may have underdelivered, considering how confident US thought it would to get others on board, and most of analysis conclude US doing it alone would only hurt US companies. It was forgone NL and JP would agree/concede to something to help US save face, but that something might be effectively nothing. Have to wait and see until details get released.
